For what it's worth I have found that USB drives which do not have an external power supply work best when I use a Y cable which has 2 male usb plugs plugged into the pc and one into the drive. (described on Ebay as 'USB HDD Hard Disk Drive Case Male to Mini A 5-Pin Male Y Cable').
Sometimes the External HDDs work with one cable male to male and I think they are OK- then they will stop working correctly until I use the 'Y' cable again.
Also, sometimes after they have stopped working correctly, (usually because I have been lazy and used the 'single' cable)- I have to use Control Panel-Admin Tools-Compuer Management-Storage-Disc Management to make the drive 'ACTIVE' again and to associate the drive with a new Drive letter.

Install Windows 7 full version on external Hard drive So It Will Boot From The External Hard drive and i'm not talking about installing windows 7 from usb but installing it on a USB drive like you.
I never have the problem when I use the 'Y' cable!
I have also found that after using the single cable on one of the HDDs which requires an external power supply can cause the PC to 'forget' that my externally powered drives have ever been plugged in and I have to follow the steps as at para 3 again .

I have read alot of stuff about the various reasons why the HDDs stop working and have found the above to be the simplest and quickest ways to fix my problems.
To summarise -
1) By only using a Y cable I avoid having problems!
Browsing to choose a file only applies your sound to the highlighted event.If you want a sound to play when you login, use the Windows Login event.If you do want to change the Startup sound, you need to be aware that Windows 8 and higher no longer perform full boot-ups. Windows me startup sound download mp3. The Startup sound is not configurable here, it's only an on/off switch.
2) If the drive is not registering correctly I use Disc Management to fix it!
